When you talk to him, he wants you to bring him some wine to feed his habit. This starts the mini-quest:

When the party arrives in Frozen Easthaven in chapter 6b, Old Jed is hiding out in the cellar of the Destroyed Winter's Cradle Tavern. He is very drunk, and passes out after you talk to him.
