Repairing the astrolabe is a step of the main quest in chapter 3 of Icewind Dale.

Walkthrough[]
Next to Larrel in the astrolabe stands Gelarith, a shadowed elven mechanic. When you talk to him, you can find out that he is trying to repair the large broken astrolabe machine, but some of its pieces are missing.
If you explored the Severed Hand very thoroughly on your way up here, you may have already found the machinery pieces – otherwise you have to backtrack. There are four pieces in total, including one in an easy-to-miss portion of the base tower:

Give each of the four machinery pieces to Gelarith via dialog. Each time, you get 24,000 or 35,000 exp (depending on the piece), and a part of the previously inactive machine in the astrolabe starts spinning up.
When all four pieces are delivered, the astrolabe is considered restored, and this also has a positive effect on Larrel's sanity. So now you can do what Arundel sent you to the Severed Hand for:
