Level 4 of the Severed Hand is the highest floor of the base tower.
Description[]
A circular corridor runs around the main staircase, and from it five radial corridors (one of them collapsed) branch outwards to the towers that represent the "fingers" of the Severed Hand. Between the radial corridors, the level has five rooms.
Unlike on the lower floors, the undead inhabitants here are not hostile, and some can even be talked to.

The northwest corridor is collapsed and inaccessible. It led to Sehanine Tower (weapons tower), which no longer exists.
