Shadows and whispers is a side-quest in chapter 5 of Icewind Dale.

Quick walkthrough

1. Talk to an unnamed Frost Salamander (790, 1220) in the Aquatic Museum in Wyrm's Tooth and agree to take a look down the hall.
2. Talk to Vera (225, 1250)
3. Return to the unnamed Frost Salamander and tell it you found Vera (betray her) or you found nothing (not betray Vera).
4. If you betray her, the Frost Salamander will kill Vera, and you can loot her items.
