Uligar is an orc who has taken over a family's home with his gang.
Location[]
Found on the first level of the Ruined Mill, which is in the northeast corner of Kuldahar Pass.
Encounter[]
When you first enter his the room, Uligar is non-hostile. He very quickly initiates dialogue with the party and demands tribute. If you fail to give into his demands, he and his 3 orc followers attack.
You can choose to pay 50 
tribute, after which he lets you leave. Should you talk to him again, he and his followers attack. You can recover the gold from his corpse, which now has 105 .

One of his items is random (5 possibilities, 20% chance each), and can be pickpocketed or looted off his corpse.
